1) Open an new file, and add a black background,
then add some white text;
and rotate the img to the left. (Image->Rotate Canvas->90 CW)
2) Now go to Filter->Stylize->Wind
(If it asks you to rastersize it, press OK.)
Add the wind from the right . Press CTRL+ F a couple times untill it is how you want it to be. After that you can rotate the image back (Image->Rotate Canvas->90 CCW)
Now you need to add it to the background layer otherwise it wont work,
so right-click on the layer and click Merge Down :
3 Add : Filter->Artistic->Fresco and mess around with the settings (I used these settings : Brush size = 4, Brush detail 9, Texture 2)
4) Hit CTRL+U to and put Colorize on, then add a color with your own settings.
and you will have something like this :
